Bill Otto is passionate about serving schools and local government entities, keeping up on news from the Capitol and meticulously preparing to advocate for the highest good of all Sourcewell members.

Otto, Sourcewell's Government Relations Associate, was recently recognized for his commitment to the industry and was among nine public affairs professionals that recently earned a Certificate in PAC (Political Action Committee) and Grassroots Management from the Public Affairs Council based in Washington D.C. The recognition came during the organization's annual Advocacy Conference in Key West, Florida on January 30.

The Public Affairs Council's Certificate in PAC and Grassroots Management is geared toward public affairs professionals looking to improve their skills in this niche field. This certificate is designed to strengthen understanding of and expertise in two critical components of any political program: political action committees and grassroots advocacy.

“Having had the opportunity to participate in this rigorous and prestigious program, it was indeed an honor to learn from and with the country's leading public affairs and government relations professionals over the course of the past few years—and accept their certification in advocacy and Political Action Committee management,” Otto said. “We are fortunate to have Sourcewell recognize the unique role advocacy plays in our organization's future, and for allowing the opportunity for us, as employees, to engage with our colleagues in government relations across the country.”

The Council's certificate program is marked by a laborious course of study focused on building core knowledge, developing strategic skills and engaging with the community. Over several years, graduates complete credits via workshops, webinars, and conferences that strengthen their understanding and expertise in the field. According to the Public Affairs Council, this is the largest certificate recipient class to date.

“The growth of the program speaks to the value the curriculum provides for professionals working in the competitive and dynamic fields of PAC and grassroots management,” said Council President Doug Pinkham. “Continuing education is crucial for any leader to boost the productivity and influence of their organization, and our certificate recipients are well-prepared to advance the goals of their companies and their careers.”
