The process

HealthPartners was awarded the contract following a rigorous solicitation process. A team led by Sourcewell's procurement department and comprised of Sourcewell risk management specialists, plus three pool members, scored proposals from six of the leading health insurance options in the state. They were evaluated on affordability, innovation, transparency, independence, and collaboration.

Donyelle Mikacevich, human resources manager for the League of Minnesota Cities, appreciated the opportunity to evaluate.

“Having input in what benefits and programs are being offered to our employees is important as a Sourcewell pool member,” Mikacevich said. “The RFP process was educational, and I was pleased to see such strong proposals that reflected the areas of importance to the pool.”

Jeremy Schaa, social studies teacher and Royalton Education Minnesota union president at Royalton Public Schools, respected the diligence of the process.

“Many hours were spent going through all of the bids and carefully weighing the pro and cons of each one,” Schaa said. “It was after this very thorough process that HealthPartners emerged as the best candidate for this health insurance pool.”

The plan

The new, multi-year contract with HealthPartners provides a solid foundation to the Sourcewell health insurance pool.
